| Board Officers Bio David B. Seeman is the Chief of the Technical Services Department for Montgomery County Circuit Court, and has held this position since 1995. Mr. Seeman has over 25 years of experience in the information technology field where he has held several computer and electronic technology management positions over the years. Mr. Seeman is responsible for managing and overseeing the daily operation of a large scale Information Technology Department, as well as ensures that the Court’s network servers, case management mainframe systems, and technical equipment run efficiently and effectively for over 400 internal and external users. His knowledge of court-related technologies helps to inform purchase planning for short and long-term information technology initiatives as well as provides project management on information technology projects. Further, Mr. Seeman plays a vital role in ensuring the security of the Court’s information systems and networks through on-going development of security policies and standards. Mr. Seeman currently serves as an active workgroup member on the Montgomery County’s Integrated Justice Information Systems; the State of Maryland’s Judicial Information Systems Technology Architectural Control Board; the State of Maryland’s Judicial Caseflow Assessment; and the Emergency Preparedness and Continuity of Operations Plan for Pandemic Influenza and Disaster Recovery. Mr. Seeman has been an active member of MAACM since 1996 where he attended his first annual conference in Cape May, New Jersey. Mr. Seeman has attended every conference since then and has held various positions within the organization: Maryland Advisory Board Member (2009 to 2011), Communications Committee Chair (2005 to 2007), Website Coordinator (2006 to 2011), Audio Visual and IT Coordinator (2004 to 2011), Beacon Design and Layout (2005 to present), as well as being a participating member on several committees. Mr. Seeman also received the President’s Outstanding Service Award in 2006.
